Blacks in Argentina

The first President of Argentina was of African descent. Yet a former President (Menem) once said: "There are no Blacks in Argentina. Brazil has that problem". That says a lot about why we need to study history and know how it can be falsified and mislead us about present reality. How did the "problem" disappear in Argentina?
